One could create a game that implements the identical principle of Curve Fever 2 but doesn't use any of the artwork that is used in the original game. It's not legally forbidden to copy game mechanics and software design. Copyright won't be violated if one would create a video game clone of Curve Fever 2 and the game could finally be transferred to a different platform.
A decent programmer could do this very easily. The only problem is opportunity costs and server funding. This project is only realizable if the players help financing some sort of server.
But there are obvious marketing problems. I don't know how one could advertise a clone of Curve Fever 2 to the playerbase since every post would get instantly deleted. And it's not feasible to spend time spamming a link in every room all day.
I just don't see the financial incentives to do this. You could also argue about how big the dedicated playerbase really is, because the project would be dependent on them to finance this whole thing via donations. It's possible that this project would be just one big waste of time and money if there aren't enough interested players.

The community has become so small that almost everyone knows each other (at least the names). I don't think there would be alot of advertising needed. If you spend like 2-3 days to tell all players in cf2 that you know, then those people would tell their friends as well and so on (snowball principle). Maybe they would even call their old friends who stoped playing cf2.
Of course the new game should be good to make the people switch - but if thats the case I don't think that it would be hard to get players to the game. Better than cf pro, which has alot of advertising but peope still don't like it because it's a stupid and childish game.

It could be done, but the problem is that a lot of players would just stop playing and the game would die..
